Barcelos PDM: the plan in force, the 2026 revision and how to check the plan maps

Which PDM is in force in Barcelos, where the 2nd revision stands in October 2026, which applications are frozen during the revision, where to check the plan maps online and when to file a PIP with the Council.

The PDM (Plano Diretor Municipal, the municipal master plan) in force in Barcelos is its 1st revision, published as Aviso 7722/2015 in the Diário da República, Portugal's official gazette, on July 13, 2015, and amended in 2018 and 2023. The 2nd revision was open for public consultation from July 21 to August 31, 2026, and as of October 24, 2026 it has not yet been approved or published, but it already matters: since the consultation opened, many applications for a PIP, a building license or a comunicação prévia are frozen or assessed against both plans. This guide shows where to check each plan's maps, what the proposal changes, which applications move forward during the freeze and when it makes sense to file a PIP with Barcelos Municipal Council (Câmara Municipal de Barcelos).

01 Which PDM is in force in Barcelos

The PDM in force is the 1st revision, approved by the Assembleia Municipal (the municipal assembly) on June 19, 2015 and published as Aviso 7722/2015 in the Diário da República, 2nd series, no. 134, of July 13, 2015. It took effect the next day and repealed the 1995 PDM (Council of Ministers Resolution 64/95). It is made up of the regulations, the Planta de Ordenamento (zoning map), in two sheets (I and II), and the Planta de Condicionantes (constraints map).

Because it was approved under the rules in place before the 2015 RJIGT (Regime Jurídico dos Instrumentos de Gestão Territorial, Portugal's planning-instruments law), the plan still splits urban land into developed land (solo urbanizado) and land zoned for future development (solo urbanizável), a distinction current law no longer allows. According to the revision report, solo urbanizável covers about 1,071 ha, 11% of the municipality's urban land, mostly in residential zones. Since 2015 the plan has had the changes in the table, so always read the regulations together with them.

02 The 2nd revision: where it stands in October 2026

The Council decided to revise the PDM at its meeting of July 12, 2019 (Aviso 15694/2019, of October 4), mainly to bring it in line with the land classification rules of the 2014 Framework Law, the RJIGT and Regulatory Decree 15/2015. The procedure was restarted in 2022, keeping the steps already taken (Aviso 7315/2022), and the Council says it received about two thousand suggestions while drafting. The Comissão de Coordenação e Desenvolvimento Regional do Norte (CCDR Norte, the regional planning authority) issued its final opinion on the proposal in April 2026.

The public consultation was opened by Aviso 17477/2026/2, published on July 14, 2026, and ran from July 21 to August 31, 2026, 30 working days. The proposal could be viewed at the tourist office (Posto de Turismo) and on pdm.barcelos.pt, where comments were filed, and there were information sessions in Fragoso, Galegos São Martinho, Gilmonde and Viatodos.

As of October 24, 2026, the municipal platform states that the consultation is closed, and the procedure's record on the Plataforma Colaborativa de Gestão Territorial (PCGT), run by the Direção-Geral do Território (DGT, the national land-planning agency), shows no consultation results or approval yet. The next steps are weighing the comments, the final version, approval by the Assembleia Municipal and publication in the Diário da República. Until that publication, the plan that applies is still the 2015 one.

03 What the proposed new PDM changes

The Council presents the proposal as a continuity plan: it keeps the 2015 strategy but fits it into today's legal land categories. For landowners, the biggest change is the end of solo urbanizável: those areas become either urban land (solo urbano) or rural land (solo rústico), and the same plot can change category. Until it is published, the proposal can still change after the comments are weighed.

In the proposed regulations (February 2026 version), urban land is divided into central zones, housing zones (levels 1 to 3, replacing the old residential zones), low-density urban zones, special-use zones, economic-activity zones and green spaces. Rural land keeps its rural settlements (aglomerados rurais) and gains a new category, scattered-building areas (áreas de edificação dispersa). The figures the municipality has released:

  • Economic activity: about 20% more land for businesses and industry.
  • Green space: about 25% more, including the Areias de Vilar Ecopark and an urban park of about 15 ha.
  • Public facilities: about 6% more special-use land, for example for the new hospital and health centers.
  • Sewers: more than 168 km of new sewer networks, in two phases. Because classifying land as urban requires, among other criteria, infrastructure, the Council says about 16% of the new urban boundary depends on municipal investment in those networks, with a first phase running to 2029.

04 Public consultation and the freeze on applications: what happens to your request

Since the public consultation opened on July 21, 2026, Barcelos has applied the freeze on applications in article 145 of the RJIGT, which article 12-A of the RJUE (Regime Jurídico da Urbanização e Edificação, Portugal's planning and building code) points to. PIP requests, building license applications and comunicações prévias (prior notifications of works) are suspended, including those filed earlier, when the project depends on rules the revision changes and could undermine the new plan. The Council set out how it applies the rule in Circular 3/2026, of July 29, 2026, from its Department of Planning and Urban Management.

The freeze ends when the new PDM takes effect or, if that happens later, 180 calendar days after the consultation opened, which points to mid-January 2027; in that case the application resumes and is decided under the rules in force on that date. According to the circular, no tacit approval can arise while a procedure is suspended, meaning the Council's silence does not count as a yes. The table summarizes how the Council handles each case.

05 Other suspensions and preventive measures in the municipality

There is a partial suspension of the PDM in force, with preventive measures, published as Aviso 19047/2023 on October 3, 2023. It covers 33,310 m² at Quinta do Patarro, in the parish union of Barcelos, Vila Boa e Vila Frescainha (São Martinho e São Pedro), and is reserved for projects of the Instituto Politécnico do Cávado e do Ave (IPCA), such as a student residence and a research center. Only work needed for those projects is allowed there. The measures last 2 years, extendable by 1, and lapse when the 2nd revision takes effect: if you are looking at a property in that area, ask the Council whether they are still in force.

Solo urbanizável in the 2015 PDM has its own regime. Article 199 of the RJIGT required municipalities to adopt the new land classification rules by December 31, 2024. As worded by Law 53-A/2025, of April 9, the rules for urbanizável areas in plans that missed that deadline are suspended by decision of the CCDR after hearing the municipality, and the suspension cannot be ordered if the municipality shows that its revision is close to completion. It does not cover, among others, areas that already have urban characteristics or plots whose parameters were already fixed by a favorable PIP or an approved architectural design. If your plot is in solo urbanizável, ask the Council or CCDR Norte whether a suspension has been ordered and on what terms; our guide on land zoned for development explains the rule.

There are also more detailed plans for specific areas, such as the detailed plan for Centro Hospitalar de Barcelos 1, published in 2025, which sets the rules for the properties it covers. The municipality also has three Áreas de Reabilitação Urbana (ARU, urban regeneration areas): Centro Histórico, Barcelos Nascente Um and Barcelos Nascente Dois, with benefits and incentives published on the ARU page.

06 How to check the Barcelos PDM maps online

There are two websites you should not mix up. The PDM in force, from 2015, is on the geoportal of the Sistema Nacional de Informação Territorial (SNIT, the national planning information system), run by the DGT, with Zoning Map I (land use categories), Zoning Map II (protection of natural values and resources), the Constraints Map and the wildfire and noise-conflict annexes. The 2015 regulations and the 2018 texts can be downloaded from the «Elementos do Plano» page of the Council's website; the municipal viewer that page links to (sig.cm-barcelos.pt/pdm2016) was not responding when we checked it on October 24, 2026. If anything differs, the texts published in the Diário da República prevail. The general method is in our guide on what the PDM is and how to check it.

The pdm.barcelos.pt platform shows the proposed 2nd revision, not the plan in force. Its map lets you find the plot, identify the category at a point, measure areas and export extracts as PDF, SHP or DXF, and it brings together zoning maps I to VII, constraints maps I and II, the heritage map and the sheets for each planning unit (UOPG, unidade operativa de planeamento e gestão). To compare your plot under both plans:

  • On SNIT, find the plot and note its class and category on Zoning Map I of the 2015 PDM and the restrictions on the Constraints Map.
  • In the 2015 regulations, read the article for that category and check whether the 2018 and 2023 changes amended it.
  • On pdm.barcelos.pt, open the same spot, check the proposed category and read the matching article in the proposed regulations.
  • Save both extracts with the date: they are the starting point for a conversation with the Council or for a PIP.
  • If in doubt, the Urban Management Division (Divisão de Gestão Urbanística) takes appointments at 253 809 657 and 253 809 665 or by email at dpgu@cm-barcelos.pt.

07 Common questions about a plot in Barcelos

The same questions come up again and again for plots in Barcelos, and nearly all of them mean reading both plans side by side. The table shows what to check in each case.

To work out the floor area, see how much can I build on my land; for the Reserva Agrícola Nacional (RAN, the national farmland reserve) and the Reserva Ecológica Nacional (REN, the national ecological reserve), see land in RAN or REN; and if you want to split the property, see destaque or subdivision.

Common situations for a plot in Barcelos and what to check
SituationWhat to check
The plot was solo urbanizável in the 2015 PDMWhether the proposal classifies it as urban or rural, and whether CCDR Norte has suspended the rules for those areas; a favorable PIP that already fixes the parameters falls outside that suspension
It is in a rural settlement (aglomerado rural)Under the 2015 PDM, a new house must fill a gap between existing buildings and needs a plot of at least 1,000 m², a floor area ratio of up to 0.4 m²/m², a facade of up to 7 m and two floors (article 41); check whether the proposal keeps the category
It is in a productive farmland zone (espaço agrícola de produção)Under the 2015 PDM, this category matches land in RAN, or in RAN and REN (article 34); any non-farm use in RAN needs a prior binding opinion from the regional RAN authority
It already has a house or a ruinWhether the building has a permit or predates the permit requirement; works that do not create or worsen nonconformity are not frozen during the revision
You want to split off a parcel (destaque)During the freeze, the destaque certificate requires both parcels to comply with the 2015 PDM and the proposal
It borders forest or scrublandThe wildfire hazard and burned-area maps annexed to the Constraints Map, and the building restrictions the 2018 amendment brought in from the PMDFCI
It is in the historic center or near heritage sitesListed and inventoried buildings in the PDM (articles 23 and 24) and the proposal's heritage map; expect possible consultations with outside bodies

08 When to file a PIP with Barcelos Municipal Council

Reading the maps gives you an indication; only a decision on a pedido de informação prévia (PIP), Portugal's formal planning feasibility request, binds the Council. In Barcelos, during the revision, a PIP has an added advantage: a license or comunicação prévia filed on the basis of a favorable PIP that is still valid is not frozen (RJUE, article 17, no. 8), and a favorable answer is valid for 2 years.

The PIP itself can still be frozen if the answer depends on the rules under revision. In that case, according to Circular 3/2026, the Council decides it if the answer is the same under both plans, can approve it with the final decision conditional on the new PDM if it only complies with the proposal, and keeps it suspended if it only complies with the 2015 plan. You can also file a request based on the proposal's rules, with the final decision conditional on the new plan taking effect.

Barcelos Municipal Council uses its own forms: MOD.CMB1195 for a simple PIP (RJUE, article 14, no. 1) and, for an extended PIP (no. 2), one form per type of operation, such as MOD.CMB1193 for building works. The deadlines are those of the RJUE since October 1, 2026, explained in our guide to the 2026 RJUE: up to 20 days for the initial check and 15 days (simple PIP) or 30 days (extended) to decide, counted from the end of that check or from the last outside opinion, except while the request is frozen. Apto Group prepares, signs and follows your PIP in Barcelos.

A PIP is most worth it when:

  • You are about to buy or put a deposit on a plot and its category differs between the 2015 PDM and the proposal; see our guide on a PIP before buying land.
  • The plot was solo urbanizável and you want the Council's written position on what it allows today.
  • You want to extend or rebuild an existing building, a type of work that is not frozen as long as it does not worsen nonconformity.
  • You need a Council answer for your bank or for a CPCV (the Portuguese promissory purchase contract) with a condition attached.

09 Frequently asked questions

Which PDM is in force in Barcelos?

The 1st revision, published as Aviso 7722/2015 in the Diário da República on July 13, 2015, together with the 2018 wildfire-plan amendment and correction and the 2023 amendment to the regulations. The 2nd revision was open for public consultation from July 21 to August 31, 2026, but it only replaces the 2015 plan once it is published in the Diário da República.

Is the new Barcelos PDM in force yet?

No, not as of October 24, 2026. The public consultation ended on August 31, 2026; the comments still have to be weighed, the final version drafted, approved by the Assembleia Municipal and published. Even so, the proposal already matters: while the freeze lasts, many applications are assessed against both plans.

Can I file a PIP or a building license in Barcelos during the revision?

Yes, but the application may be frozen if it depends on rules the revision changes. Among the cases that are not frozen: work on existing buildings that does not worsen nonconformity, licenses and comunicações prévias based on a valid favorable PIP, and building on subdivision lots with a permit. According to the Council, no tacit approval can arise while an application is frozen.

How long does the freeze on applications last?

Until the new PDM takes effect or, at most, 180 calendar days from July 21, 2026, when the public consultation opened, which points to mid-January 2027. If the plan has not taken effect by then, applications resume and are decided under the rules in force on that date.

Where can I check the Barcelos PDM online?

The plan in force is on the SNIT geoportal, run by the Direção-Geral do Território, and the 2015 regulations are on the «Elementos do Plano» page of the Council's website. The proposed 2nd revision is on pdm.barcelos.pt. Always confirm which of the two you are looking at.

My plot was zoned solo urbanizável. Can I still build?

It depends. The proposal classifies those areas as urban or rural, and the rules for solo urbanizável can be suspended by CCDR Norte under article 199 of the RJIGT. Compare both maps and, before you buy, file a PIP: a favorable answer that fixes the parameters falls outside that suspension.
