The PDM (Plano Diretor Municipal, the municipal master plan) in force in Ponte de Lima is the review ratified by Resolução do Conselho de Ministros n.º 81/2005, published on March 31, 2005, with its later amendments. The second review was open for public consultation from January 6 to March 2, 2026, but as of October 2026 it has not taken effect, and the maps can be viewed in the municipal GIS and on the PDM page of the Câmara Municipal (the municipal council) of Ponte de Lima. This guide explains what the plan in force allows, why the RAN, forest land and the Lima River weigh so heavily in this municipality, and when it is worth filing a pedido de informação prévia (PIP), Portugal's formal planning feasibility request, before you buy or commission a design.

01 Which PDM is in force in Ponte de Lima
Ponte de Lima's current PDM comes from the review approved by the Assembleia Municipal (the municipal assembly) on September 6, 2003, and partly ratified by Resolução do Conselho de Ministros n.º 81/2005, published in the Diário da República on March 31, 2005. It replaced the first PDM, ratified in 1995, and the same resolution approved the municipality's Reserva Ecológica Nacional (REN, the national ecological reserve) boundaries. The plan consists of the regulations, the planta de ordenamento (land-use map) and the planta de condicionantes (constraints map).
Since then, the PDM has been corrected and amended several times. The amendment to the regulations published in January 2023 changed articles 50, 53, 55, 57 and 61 and now allows, on farm and forest land and where the municipality recognizes a municipal interest, community facilities, infrastructure and approved tourist developments. Before relying on an article for a purchase or a design, confirm the current wording with the municipality.

02 The second review: where it stands in October 2026
The municipality decided to start the second review on July 30, 2018 (Aviso (extrato) n.º 12731/2018). The draft, already carrying the final opinion of the Comissão de Coordenação e Desenvolvimento Regional do Norte (CCDR Norte, the regional planning authority), was open for public consultation from January 6 to March 2, 2026, for 40 working days, under Aviso n.º 31438/2025/2. The documents are still online on the «Elementos da Revisão do PDM» page: regulations, land-use and constraints maps, new RAN and REN maps and reports.
During the consultation, prior information requests, prior notifications and permit applications in areas covered by new rules were suspended, as article 145 of the Regime Jurídico dos Instrumentos de Gestão Territorial (RJIGT, the legal framework for land-use plans) provides. Because the new plan did not take effect within 180 days, the suspension ended: the municipality announced this on July 15, 2026, and confirmed that the current PDM continues to apply until the review is approved and takes effect. Resumed applications are decided under the rules in force on the date of the final decision.
As of this update, we have not found the approval of the second review published in the Diário da República, and the platform of the Direção-Geral do Território (DGT, the national land-planning agency) still shows the procedure at the public consultation stage. The draft is not yet the applicable plan, but it shows the direction of travel: it drops the old classification and distinguishes only urban land and rustic land. The table compares the two.
| Item | PDM in force (2005) | Draft second review (2025) |
|---|---|---|
| Land classes | Urban and developable space, non-urban space and road corridors | Urban land and rustic land |
| Building in rural settlements | No category of its own outside the urban settlements | Rural settlements and dispersed-building areas as categories of rustic land |
| RAN and REN | RAN from 1991 and REN mapped in 2005, with later corrections | New RAN and REN maps, with proposed exclusions |
| Status in October 2026 | In force | Public consultation closed; approval not published |

03 How to check the PDM maps online
The municipality publishes the PDM in force in its GIS viewer (sig.cm-pontedelima.pt), reached from the PDM page on the municipal website, which also has the land-use map and the constraints map as PDFs. The geoportal of the Sistema Nacional de Informação Territorial (SNIT), run by the DGT, gathers the published plans and helps you confirm that you are looking at the version in force. Do not mix up the draft review maps, published on a separate page, with those of the plan in force.
If you need a document for an application, the 2026 fee table sets €1.20 per A4 black-and-white extract of the PDM or urban plan maps, €2.50 per A4 topographic location plan and €5.65 per location plan in digital format; color adds 25%. To read your plot:
- Find the property in the GIS by address or on the aerial photo, and check the boundaries against the caderneta predial (the property's tax record) or a survey.
- Read the land-use map and note the class and category, for example urban settlement, mainly agricultural area or forest area.
- Read the constraints map and check whether the RAN, the REN, the public water domain, the forest regime or a road crosses the plot.
- Open the regulations at the article for the category and at the chapter on easements, and check whether a later amendment changed it.
- Compare with the draft review to see whether the plot's classification may change, and write down your questions for the municipality.
04 Building on urban land: settlements and urban plans
Under the 2005 PDM, ordinary building happens in the aglomerados urbanos (urban settlements). Where a settlement has no urban plan, the rule is a detached single-family house, on a minimum plot of 500 m² (600 m² in a subdivision), with a maximum height of ground floor plus one and no floor-area ratio set (article 40, as published in 2005). Some settlements have their own urban plan, such as Correlhã and Refoios do Lima, whose regulations were amended in 2023; there, that plan's rules set what you can build.
The plan in force still uses the class «urban and developable space», which predates the 2014 Framework Law. The developable class no longer exists in law, and the rules for such areas in plans that were not updated may be suspended; the guide how to check if land is buildable explains the rule. For a plot advertised as developable in Ponte de Lima, ask the municipality whether those rules still apply and check which class the plot gets in the draft review.
05 Farm and forest land: what the PDM allows
Outside the settlements, the 2005 PDM speaks of «non-urban space»: it is meant for farming or forestry and does not allow subdivisions. Unlike many newer PDMs, it has no rural-settlement or dispersed-building categories, so a new house outside the urban settlements depends on each category's exceptions. The table sums up the main ones, as published in 2005 and amended in 2023; ask the municipality whether any other amendment changed them.
Where building is allowed, the regulations require access, landscape integration and on-site water supply and wastewater solutions: if these are not possible, the building cannot go ahead, and the infrastructure is at the applicant's expense (articles 50 and 54). On farmland inside the RAN, the municipality may refuse a house even after a favorable RAN opinion, on grounds of access, infrastructure, landscape or heritage (article 50(1)(c)).
| Category | What may be allowed | Main conditions |
|---|---|---|
| Mainly agricultural area inside the RAN | Only what the RAN regime permits, including a house in exceptional cases | Favorable opinion from the regional RAN body; house of up to 200 m² gross floor area and 2 stories |
| Mainly agricultural area outside the RAN | Farm buildings, a house linked to the farm, tourism and agricultural industry | House on a plot of at least 2,000 m² served by a public road, up to 200 m² and 2 stories; no subdivisions |
| Forest area for unrestricted production | Forestry buildings, a house linked to forestry work and tourism | Only where an approved forest management plan provides for it, with large plots and tree cover kept |
| Forest area for restricted production and structural forest area | As a rule, no building | Exceptions for wildfire defense and, since 2023, facilities and tourism of recognized municipal interest |
06 RAN, REN, forest and the Lima River: the constraints that matter most
The report behind the draft review describes a municipality with large farming areas in the Reserva Agrícola Nacional (RAN, the national agricultural reserve) and forest covering half its territory, part of it under the forest regime, in forest intervention zones or in baldios (common land), with recurring wildfires. The RAN in force was published by Portaria n.º 1118/91 and the REN was mapped in 2005; the review brings new maps for both. Any non-farming use on RAN land needs a binding prior opinion from the regional RAN body, now part of CCDR Norte, issued within 20 days.
Ponte de Lima also has constraints of its own. The protected landscape of the Bertiandos and São Pedro de Arcos lagoons is a PDM category with its own rules, and part of the municipality lies in the Natura 2000 network. For the public water domain, the draft review shows a 30 m bank along the Lima River downstream of Carregadouro and Carrapata and 10 m along the rest of the river network, and the regulations restrict building in flood zones. The guide land in the RAN or REN: can you build? explains the national regimes.
Utility networks matter too: according to the same report, piped water coverage rose from 60% in 2006 to 72% in 2017, and sewer coverage is lower. On rustic land, wastewater often needs an on-site solution, and it should be planned from the first feasibility study.
07 How to file a PIP in Ponte de Lima and what it costs
Since October 2, 2026, the municipality has used, as a rule, only its online services for building applications (Circular n.º 2/2026). You register with the Chave Móvel Digital (Portugal's digital ID) or the Cartão de Cidadão (citizen card), and the municipal technical rules set the digital file format. An application handed in at the counter counts as assisted service and carries its own fee.
The documents are those set by Portaria n.º 320/2026/1: for a simple PIP, the access code to the certidão permanente (the online land registry certificate) or a negative certificate plus the caderneta predial, a location plan and a short written description. The guide to PIP documents details the national list. The 2026 municipal fees are low; most of the cost lies in the technical preparation.
| Application | 2026 fee |
|---|---|
| Simple PIP (RJUE article 14(1)), building work | €24.30 |
| Extended PIP (article 14(2)), building work | €29.00 |
| Simple PIP, subdivision or infrastructure work | €35.60 |
| Assisted service (filing at the counter) | €12.30 |

08 When to ask Ponte de Lima municipality for a PIP
With a 2005 PDM in force, a review awaiting approval and much of the territory in the RAN, the REN or forest, reading the maps is rarely enough to decide on a purchase. A PIP gives you the municipality's written position on your specific project: since October 1, 2026, the municipality must decide within 15 days (simple PIP) or 30 days (extended PIP) after its initial check, and a favorable answer is valid for 2 years. You do not need to own the property to file one, and Apto Group prepares and follows up the prior information request.
Keep the review timeline in mind: a PIP is decided under the rules in force on the date of the decision, so if the review takes effect first, the new plan applies. While it is valid, a favorable answer binds the municipality when it decides the permit or prior notification for the same project, and those applications are not suspended during the public consultation on a review (RJUE article 17(8)); see PIP before buying land. A PIP pays off especially when:
- The plot is on farm or forest land and you want to build a house, a farm building or tourist accommodation.
- The plot touches the RAN, the REN, the public water domain or the protected lagoon landscape, or a category boundary runs through it.
- The listing says «developable» or «with building potential» without a municipal document to back it up.
- The plot's classification changes in the draft review and you need to know what applies today.
- You want to rebuild or extend an old house or ruin and need to know what the municipality accepts as existing.
09 Frequently asked questions
Which PDM is in force in Ponte de Lima?
The review ratified by Resolução do Conselho de Ministros n.º 81/2005, published on March 31, 2005, with the 2010 correction and the 2012, 2018 and 2023 amendments. As of October 2026, the second review has not taken effect.
Is the new Ponte de Lima PDM in force yet?
No. The draft second review was open for public consultation from January 6 to March 2, 2026, and as of this update its approval has not been published in the Diário da República. In July 2026 the municipality confirmed that the current PDM still applies.
Where can I check the Ponte de Lima PDM online?
In the municipal GIS viewer (sig.cm-pontedelima.pt), reached from the PDM page on the municipal website, which also publishes the land-use and constraints maps as PDFs. The DGT's SNIT geoportal lets you confirm the published version. The draft review maps are on a separate page.
Are PIP applications suspended because of the PDM review?
Not anymore. The suspension under RJIGT article 145 began with the public consultation and ended after 180 days, as the municipality announced on July 15, 2026. Applications are being processed again and are decided under the rules in force on the date of the decision.
Can I build a house on farmland in Ponte de Lima?
Only under the PDM's exceptions. Outside the RAN, the regulations allow a house linked to a farm on a plot of at least 2,000 m² served by a public road; inside the RAN, only with a favorable opinion from the regional RAN body and within that regime's limits. A PIP confirms your specific case.
How much does a PIP cost in Ponte de Lima?
Under the 2026 fee table, the municipal fee for a building-work PIP is €24.30 (simple) or €29.00 (extended). Filing at the counter adds €12.30 for assisted service. Technical preparation is a separate cost.
