The PDM in force in Viana do Castelo is the 1st revision of the Plano Diretor Municipal (the municipal master plan), approved by the Assembleia Municipal (the municipal assembly) on March 11, 2008, and published in the Diário da República, Portugal's official gazette, as Aviso n.º 10601/2008 of April 4, 2008. It has been amended several times, most recently by Aviso n.º 8101/2025/2 of March 26, 2025, which republished the full regulations. The 2nd revision began in 2019, but as of November 1, 2026, the draft has not yet gone to public consultation. In the city, the urban plan amended in July 2026 also applies. This guide shows where to view the regulations and maps, how to read your plot's zoning category, what the plan allows on urban and rural land, what a pedido de informação prévia (PIP), the council's binding pre-application ruling, costs and when it is worth filing one.

01 Which PDM is in force in Viana do Castelo
The Plano Diretor Municipal (PDM) is the plan that zones all the land in a municipality; the general PDM guide explains how it works. In Viana do Castelo, the plan in force is the 1st revision, approved by the Assembleia Municipal on March 11, 2008, and published as Aviso n.º 10601/2008 in Diário da República no. 67, 2nd series, on April 4, 2008. It repealed the first PDM, published in 1991 (article 173 of the regulations).
In the version republished in 2025, the plan is made up of the regulations, three plantas de ordenamento (land-use maps: the general one, the coastal protection one and the one for areas at significant potential flood risk) and two plantas de condicionantes (constraints maps: the general one and the noise zoning one), under article 3. Since 2008, the plan has been amended mainly to incorporate national programs and regimes, as the table shows. Always cite the regulations as republished by Aviso n.º 8101/2025/2.

02 The 2nd revision and the suspensions: where things stand in November 2026
The Câmara Municipal (the city council) decided to start the 2nd revision on July 11, 2019 (Aviso n.º 13684/2019 of September 2, 2019), with a 36-month deadline. Early public input ran from September 10 to 30, 2019, and the advisory committee was set up by Aviso n.º 15910/2019. On June 29, 2022, the council extended the deadline by another 36 months (Aviso n.º 16323/2023).
As of November 1, 2026, the draft revision has not yet gone to public consultation. The council's revision page, updated on October 8, 2026, says that stage will be announced by a notice in the Diário da República, and the planning collaboration platform of the Direção-Geral do Território (DGT, the national land-use agency) still lists the procedure at the monitoring stage. Until the revision is approved and published, the 2008 PDM applies: a draft in circulation does not change the rules for your plot.
There are two partial suspensions of the PDM with interim protective measures. The one covering 4.89 hectares in Areosa and in the União de Freguesias de Viana do Castelo (Santa Maria Maior e Monserrate) e Meadela, between Avenida de Angola, Avenida da Povoença (EN 13) and Avenida de Figueiredo, was published as Aviso n.º 9539/2024/2 and extended to May 6, 2027, by Aviso n.º 7187/2026/2, to prepare the Plano de Pormenor do Litoral Norte; in that area, subdivisions and construction, alteration or rebuilding works that require prior approval are among the operations not allowed. The one covering 29.3 hectares in Vila Nova de Anha (Aviso n.º 5770/2023) was set for 2 years, extendable by one more, or until the revision takes effect; check with the council whether it still applies.

03 In the city: the urban plan amended in 2026
The Plano de Urbanização da Cidade de Viana do Castelo (PUC, the city's urban plan) covers Areosa, the União de Freguesias de Viana do Castelo (Santa Maria Maior e Monserrate) e Meadela and Darque. Where an approved urban plan or detailed plan exists, its rules apply (article 170 of the PDM regulations). The PUC amendment was approved by the Assembleia Municipal on May 14, 2026, with 39 votes in favor, 5 against and 15 abstentions, and published as Aviso n.º 17415/2026/2 on July 13, 2026, after public consultation from February 4 to March 4, 2026.
The amendment brought the PUC in line with the zoning rules of the RJIGT (Regime Jurídico dos Instrumentos de Gestão Territorial, the legal framework for land-use plans): in the city, land is now urban or rustic, with new categories and ratios. In every category in the table, the reference ratios can rise by up to 10% if impervious cover stays at or below 0.75. The table sums up these categories; the other parameters are in the PUC regulations.
| Category | Stories above ground | Reference floor area ratio |
|---|---|---|
| Espaços Centrais de Nível I | Up to 6; housing only in apartment blocks | 0.90 |
| Espaços Centrais de Nível II | Up to 4 | 0.80 |
| Espaços Habitacionais de Nível I | Up to 5; housing only in apartment blocks | 0.85 |
| Espaços Habitacionais de Nível II | Up to 3 | 0.75 |
| Espaços Habitacionais de Nível III | Up to 2 | 0.50 |
| Espaços Urbanos de Baixa Densidade | Up to 2; detached houses, and row houses only for cost-controlled or affordable rental housing | 0.40 |
04 How to check the Viana do Castelo PDM
The regulations and maps are on the "Plano Diretor Municipal (PDM)" page of the council's website, under Áreas de atividade, Ordenamento do Território, Instrumentos de Gestão Territorial. The regulations are the PDF of Aviso n.º 8101/2025/2; the maps are DWF files, one per sheet of the municipal map grid (14-4 to 55-1), which open in Autodesk Design Review, linked on the same page. The documents on the partial suspensions and the clerical correction are there too.
To find the property, the "Gestão Urbanística" page links to the municipal location-plan geoportal and to the vector maps, which use the same sheet numbers. The DGT's SNIT geoportal shows the published version; if they differ, what was published in the Diário da República prevails. The steps:
- Find the property on the location-plan geoportal and note the map sheet it falls on; check the boundaries against the caderneta predial (the property tax record) or a survey.
- Open the planta de ordenamento for that sheet and note the class (urban or rural land) and the category, for example "Zona de Construção de Transição".
- Check the coastal and flood-risk land-use maps if the property is near the sea or the Lima River.
- Read the planta de condicionantes and the noise zoning map: RAN, REN, public water domain, roads and other easements override the category.
- If the property is in the city, also read the zoning map of the PUC as amended in 2026.
- Open the regulations at the article for the category and at the general provisions for urban or rural land.
05 Urban land in the Viana do Castelo PDM: categories and ratios
The 2008 PDM predates the 2015 zoning rules. It splits urban land into developed urban land (colmatação/continuidade and transição building zones, existing industrial, facility and tourism zones, and zones with their own municipal plan) and land programmed for development (type I and II building zones, proposed industrial zones, business zones, and proposed facility and tourism zones), under article 58. The table sums up the four building zones, intended mainly for housing, retail, tourism, facilities and services (article 62).
Some rules apply to all of them. Regardless of the ratios, a single-family house of 175 m² of gross floor area, including outbuildings, is allowed, except on lots created by a split-off or where the same owner holds adjoining lots (article 74). The ratios can be exceeded inside an effective detailed plan and for infill on lots that did not come from a split-off (article 73). The property must be served by a public road with electricity, water and sewerage, though private systems are accepted (article 63); semi-detached or row houses cannot be more than 16 m deep (article 65), and the facade must sit at least 6 m from the rear boundary (article 68). Under a binding interpretation approved by the Assembleia Municipal on June 27, 2025, multifamily housing is allowed in zones of single- or two-family buildings, keeping the number of stories and the footprint and with a context study. The guide how much can I build on my land explains the ratios.
Land programmed for development has its own regime. Article 199 of the RJIGT, as worded by Law 53-A/2025, suspends the rules for developable or programmed-development areas in plans that have not yet adopted the new zoning rules; the suspension is ordered by the CCDR (the regional coordination and development commission) after hearing the municipality, and it cannot be ordered if the municipality shows that the revision is nearly complete. It does not cover, among others, areas that already have urban characteristics or lots whose parameters were already set by an approved PIP or architectural design. If your plot is in a type I or II building zone, ask the council or CCDR Norte whether the suspension has been ordered; see urban or rustic land: how to check.
| Zone | Where it is | Main rule |
|---|---|---|
| Colmatação/continuidade (developed urban land) | Built-up urban settlements with utilities | Continuity with the surrounding building types, heights and building lines; ratios of the adjoining categories or, failing those, floor area ratio 0.30 and volume ratio 0.90 m³/m² |
| Transição (developed urban land) | Between settlements, low density and few utilities | Preferably detached houses; 2 stories; floor area ratio 0.30 and volume ratio 0.90 m³/m² |
| Type I (programmed development) | Next to settlements, for higher-density growth | Any building type; 3 stories for apartment blocks and 2 for the rest; floor area ratio 0.50 and volume ratio 1.50 m³/m² |
| Type II (programmed development) | Next to settlements, for medium-density growth | Detached or row houses, apartment blocks only with a context study; 2 stories; floor area ratio 0.40 and volume ratio 1.20 m³/m² |
06 Rural land in Viana do Castelo: what the PDM allows
Rural land is split into agricultural, forest, mining, natural, recreation, fishing support and multiple-use areas (article 12). In all of them, building requires a public road with electricity, water and sewerage, or private systems at the owner's expense (article 12-A). Part of this land is marked as an Área de Elevado Valor Paisagístico (high landscape value area), where the rule is no building.
In agricultural areas, which follow the RAN regime (Reserva Agrícola Nacional, the national farmland reserve) where they fall within it, article 15 does not include new housing on its own list: it allows the non-farm uses permitted under the RAN regime, farming and agroforestry structures, facilities of municipal interest with no alternative site and, for an existing house, rebuilding and alterations with an extension of up to 20% of the gross floor area or up to 200 m². In agricultural and forest areas of high landscape value, only works on existing buildings are allowed, with extensions of up to 20% for homes, and few exceptions. In forest areas, any building needs a binding opinion from the competent authority (article 18). See what you can build on rustic land and land in the RAN or REN.
07 PIP in Viana do Castelo: filing, fees and when to apply
Reading the PDM gives you an interpretation; a decision on a pedido de informação prévia (PIP) gives you an answer that binds the council. Under the RJUE (Regime Jurídico da Urbanização e Edificação, Portugal's planning and building code) as revised by Decree-Law 108/2026, in force since October 1, 2026, the council decides a simple PIP within 15 days and a broad-scope PIP within 30 days (45 for subdivisions), counted from the end of the initial review; if it misses the deadline, the request is deemed approved, and a favorable answer gives you 2 years to file the license application or notice. The PIP guide explains the rules.
In Viana do Castelo, applications are filed on the council's online planning services platform, using the forms set by Portaria n.º 320/2026/1. Under the 2026 fee schedule, a PIP for building works costs €157.86 (article 14, no. 1, of the RJUE) or €218.10 for a broad-scope PIP (no. 2); for subdivisions, €346.84 and €712.97. An information request under article 110 of the RJUE costs €34.79, and other certificates €42.13. Technical preparation is a separate cost. A PIP is worth it when:
- The plot is in a type I or II building zone, programmed for development, whose rules may be suspended.
- It is in a colmatação/continuidade zone and you need to know what height, building line and ratio the council will accept for your street front.
- You want to build on agricultural or forest land, extend a house on rural land or set up tourist accommodation.
- The property is on the coast, in a flood-risk area, in the RAN or in the REN.
- The property is in the city and your information predates the July 2026 PUC amendment.
- You are buying and want to make the promissory contract conditional on the answer: see PIP before buying land. Apto Group prepares and follows up the PIP in Viana do Castelo.
